The answer is no. Video Edit Magic Express was designed only for Windows 98, Windows 2000, Windows Me, Windows XP, Windows 2003 and Windows Vista. You can try to use iMovie, Blender, Jahshaka, VLMC or Avidemux. All of them beside iMovie are free of charge.
